Position Paper “Military Mobility”

Our new position paper on Military Mobility was drafted following our EU event “The role of concrete paving in military mobility”, organised at the European Parliament in Brussels on 9 December 2025.

Military mobility refers to the ability to move armed forces, equipment and supplies quickly and efficiently across Europe. In this context, dual-use transport infrastructure—serving both civilian and military needs—plays a key role in ensuring that strategic corridors can accommodate heavy and exceptional loads while remaining reliable for everyday traffic.

Building on the key messages from this event, our position paper outlines how durable concrete pavements can contribute to Europe’s military mobility objectives, ensuring that strategic transport corridors remain reliable, resilient and capable of supporting both civilian and military traffic.

The paper presents EUPAVE’s recommendations to policymakers on the importance of robust, long-lasting road infrastructure as part of Europe’s broader efforts to strengthen defence and dual-use transport networks.
